OSR planning

According to the Russian legislation all the organizations which deal with field production, transportation, processing and oil storage have to form object-based system of prevention and OSR regardless of the form of ownership. Within the work of this system organizations must plan activities on OSR in order to define the necessary forces and special technical resources for the localization of spills within the time limit of 4 hours. These organizations also have to make a forecast of OSR consequences  heading to other emergency situations basing on the estimation of risks including the unfavorable hydro-meteorological conditions, the time of year, the time of day, the landscape, the ecological aspects and the nature of the land and the water areas in order to determine the necessary forces and special technical resources.

OSR planning, determination of the necessary forces and special technical resources needed for carrying out activities on OSR, risk estimation, forecasting of consequences of oil spills are done by the organizations while developing of object-based OSR plans.

OSR plans include information about the form of the warning report to the power authorities and involvement of possible emergency-rescue units, the engineering and technical events on prevention and minimization of the consequences of oil spills, the availability of transmission and alarm systems and a reserve of financial means and material and technical resources as well as other information according to the regulatory requirements under the Russian Law.

Object-based OSR plans must have an appropriate level of planning. The notion of the “level of planning” makes allowance for the development of an object-based plan that evaluates the scale os a possible oil spill and the necessary measures to eliminate the consequences of this spill on the local level or the federal level (the EMERCOM Order 621 of 28.02.2004.).

Object-based OSR plans for the local level of spills in the water areas are coordinated with the Administration of the sea port, the relevant territorial bodies of Federal Executive Authority, the special marine inspections of the Ministry of Natural Resources of Russia and are approved by their heads and the territorial body of EMERCOM of Russia in charge of the territorial entity of the RF.

Object-based OSR plans of the regional level of spills in the water areas are coordinated with the relevant Federal Executive Authority, specialized marine inspections of the Ministry of Natural Resources of Russia, Commission on Emergency Situations of Russia of territorial entities of the RF, the Regional centers of the EMERCOM Russia, the relevant regional divisions of the Ministry of Transport of Russia and are approved by their heads, the Federal Executive Authorities according to its sector profile, the Ministry of Transport of Russia and the EMERCOM of Russia.

Object-based OSR plans of the federal level of spills in the water areas are coordinated with the Commission on Emergency Situations of territorial entity of the RF, the regional centers of the EMERCOM of Russia, the relevant regional divisions of the Ministry of Transport of Russia and the Federal Executive Authorities and are approved by their heads, the Federal Executive Authorities according to its department affiliation, the Ministry of Transport of Russia and the EMERCOM of Russia.

In case an organization that deals with the field production, transportation, processing and storing of oil in the water areas does not have an approved OSR plan the following sanctions from the control bodies can be implied: an administrative fine, the denial to issue or the extend of the license and the ban on any transactions connected with oil at sea.

From the 1st of July 2013 the Federal Law №287-FL of December, 30, 2012 came into force.

The changes that were made by 287-FL determine that exploitation, use of the artificial islands, installations, buildings, underwater pipes, drilling operations in regional geological research, exploration and production of raw hydrocarbon deposits and also transportation and storing of oil in the local water areas, in the territorial sea and on the continental shelf are accepted only under the existence of OSR plan. In accordance with this OSR plan the activities on prevention and oil spill response are implemented. The OSR plan is approved by the organization which deals with all the mentioned activities and only if it has a favorable conclusion from the State ecological expertise with a further notice of the Federal Executive Authorities in the order determined by the Government of the RF.
